ಕರ್ನಾಟಕದ 74 ಕೆ.ಎಂ.ಆರ್.ಪಿ ನಗರಗಳಲ್ಲಿ ಸಾಗರ ನಗರವೂ ಒಂದಾಗಿದೆ. ಸಾಗರದ ಯು.ಎಲ್.ಬಿ. ಯನ್ನು 1931 ರಲ್ಲಿ ಆರಂಭಿಸಲಾಗಿ 2007 ರಲ್ಲಿ ಸಿ.ಎಮ್.ಸಿ ಆಗಿ ಪರಿವರ್ತಿಸಲಾಯಿತು. ಸಾಗರದಲ್ಲಿ 31 ವಾರ್ಡ್ ಗಳಿದ್ದು, 31 ಜನ ಕೌನ್ಸಿಲರ್ ಗಳನ್ನು ಒಳಗೊಂಡಿದೆ. 2001 ರ ಜನಗಣತಿ ಪ್ರಕಾರ 50,135 ಜನಸಂಖ್ಯೆಯನ್ನು ಹೊಂದಿದೆ. ಈ ನಗರದ ಸುತ್ತಳತೆ 19.71 ಚದರ ಕಿ.ಮೀ. ಆಗಿದೆ.  ಸಾಗರ ಪುರಸಭೆಯ ಸುಮಾರು 1869ರಲ್ಲಿ ಸ್ಥಾಪನೆಯಾಗಿ 1969ರಲ್ಲಿ ಶತಮಾನೋತ್ಸವ ಆಚರಣೆ ಮಾಡಿ ಅಂದಿನಿಂದಲೂ ಶಿವಮೊಗ್ಗ ಜಿಲ್ಲೆಯಲ್ಲಿ ಒಳ್ಳೆಯ ಹೆಸರನ್ನು ಪಡೆದು ನಾಗರೀಕರ ಪ್ರೀತಿಗೆ ಪಾತ್ರವಾಗಿರುವ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಯಾಗಿದೆ. ಪುರಸಭೆ ಅವಧಿಯಲ್ಲಿ ನಾಗರೀಕರಿಗೆ ಉತ್ತಮ ಸೇವೆ ನೀಡಿದ ಹಿನ್ನಲೆಯಲ್ಲಿ 1997-98ರಲ್ಲಿ ರಾಜ್ಯ  ಸರ್ಕಾರದಿಂದ ನೀಡುವ ಬಹುಮಾನವನ್ನು ಸಹಾ ಪಡೆದಿರುತ್ತದೆ.
